Bulakbaşı Border Problem Between Türkiye and Iran
Abstract
There has been a wide range of relations between Türkiye and Iran in history. The fact that the communication of the two countries with each other continues from the very ancient depths of history to the present day has increased the colorfulness of the relations between the two countiries. It is inevitable that the continuity in the relations, which have diversified with war and peace agreements, will continue in the next centuries. The positive or negative form of communication between both countiries is releted to the interests of the countiries. The study focuses on Bulakbaı in the context of the relations between Turkey and Iran in the historical process. Although there are many studies on the historical relations between Turkey and Iran, the subject of Bulakbaşı was not encountered during the research process. Bulakbaşı is a village thet is located between the borders of Turkey today and is connected to the Karakoyunlu District of Iğdır. During the research process, it was understood that Russia and Iran gave importance to Bulakbaşı and that this importance was due to military strategic reasons. In addition, Bulakbaşı, which has a wide view of Mount Ararat, has also been important in terms of controlling the uprisings that occurred in the border regions of the Turks. Being aware of this importance, the founding staff of the State of the Republic of Turkey, both by incorporating the Little Ararat Mountain into Turkish lands and by resolvng the Bulakbaşı border problem in favor of Turkey, took the uprisings that may ocur in the East under control from strategically important points.

They are intangible goods created by human thought, protected by copyright. Copyrights have a separate and independent existence and legal value from the material in which they are embodied.
2. The principle of territoriality applies to copyrights. In which country the protection is requested, the protection conditions are determined according to the legislation of that country.
3. It has the character of absolute right. Copyrights can be claimed against anyone. However, various restrictions have been imposed on this absolute right for reasons such as the protection of the public interest. Limitations on absolute right: It consists of limitations brought for reasons such as public order, general morality, public interest, and exceptions brought for the benefit of private interest. (For example, it is possible for a work to be reproduced for private use without profit.)
4. Intellectual property rights are protected for a certain period of time (70 years for intellectual and artistic works, etc.). Intellectual products have a separate and independent legal status from the material they embody.
5. Intellectual products are regulated within the framework of special laws, statutes and regulations.

Violation of copyrights is a crime as stated in the relevant articles of the Law on Intellectual and Artistic Works No. 5846.
